State Civil Apparatus in Lampung Allegedly Abused Junior, Victim Blindfolded, Beaten Many Times

Kupastuntas.co, Bandar Lampung - A number of state civil servants (ASN) at the Regional Personnel Agency (BKD) of Lampung Province allegedly assaulted five alumni of the Institute of Domestic Administration (IPDN) who were doing internships at the Lampung BKD office. One of the perpetrators is strongly suspected of being the Head of the Procurement, Transfer and Dismissal of Lampung BKD Employees, Deny Rolind Zabara.

The assault took place on Tuesday (8/8) night. Deny Rolind Zabara, is said to be the first person to beat IPDN alumni who were doing an internship at the BKD office in Lampung Province.

"The first to beat up was the head of the Mutation Division. He was the first to hit, then ordered his men. Some people asked IPDN alumni to close their eyes. Anyway, more than 2 people," said Dewi, a representative from the victim's family on behalf of Farhan when contacted, Wednesday (9/8/23).

Dewi said that as a result of the persecution, now her nephew named Farhan has to be treated at Abdul Moeloek Hospital. Farhan is undergoing intensive treatment. "His chest condition still hurts, it's hard to breathe, it's tight, it's also hard to sit and can't talk. For now his condition is still bad," he said.

Dewi revealed, based on her nephew's statement, it was not known why her seniors carried out the persecution.

"The reason is that he doesn't know, he doesn't know. Because he also just graduated (IPDN). So his chest was beaten with his hands, punched many times. And not just 1 person, so he took turns and his eyes were closed," he added.

Edi Sahri, Farhan's uncle added, the five IPDN alumni of class XXX were abused by a number of their seniors and ended up in the hospital.

"Based on the story from my nephew (Farhan), there are six people (IPDN alumni). Five men and one woman, the woman was sent home, five were detained in the room. And these five people were beaten," said Edi Sahri when met at the Lampung BKD Office, Wednesday (9/8).

He said that of the five IPDN alumni who were persecuted, it was his nephew who received the most serious injuries and bruises on his chest and stomach. He even fainted or became unconscious after being abused.

"My nephew suffered the most serious injuries, his chest was black and he fainted. He was beaten with his hands, feet and eyes closed. My nephew raised his hand because he was short of breath. But he continued to be beaten," he said.

Edi said the persecution incident occurred on Tuesday (8/8) at around 21.00 WIB. After the incident, his party immediately reported it to the Bandar Lampung Police.

"It happened around 9 or 10 in the evening, after the incident he (Farhan) asked to follow up with his younger sibling. At first he didn't want to tell me that he was beaten up, but he vomited so that his younger sibling became suspicious. So actually he (Farhan) was doing an internship here (BKD) because he was new to graduated. So the apprenticeship was only one week or so," he said.

Meanwhile, the Head of the BKD for Lampung Province, Meiry Harika Sari, said that his party was not aware of the abuse at the BKD office which was allegedly carried out by the Head of Mutasi, Deny Rolind Zabara.

"I'm also looking for information on who the victims are. But it's true that he (Deny Rolind Zabara) is an employee at the BKD. We'll see what the case is like later," said Meiry at the BKD office in Lampung, Wednesday (9/8).

According to Meiry, his party is studying the incident. He will follow all ongoing legal processes. "We are currently studying it. In principle, persecution is not in accordance with any regulations. And later we will follow the results and follow up on what will happen in the future," he explained.

Acting Head of the Lampung Province Information and Statistics Communication Service (Diskominfotik), Achmad Saefulloh said his party was ready to follow up on the results of the investigation conducted by the police.

"We are cooperative following the investigation conducted by the police. This is following up on a report from the victim's parents. Whatever the results will be followed up by the BKD. Later APIP will also conduct an examination of those involved," said Saefulloh.

He revealed, based on the interim report, the incident was called the academic system or a kind of corps soul. “So that there is a corps soul and they really love. So the term coaching is to test the soul of the corps and show a sense of love. But whatever form it takes is not justified," he said.

When contacted, the Lampung Provincial Inspector, Fredy, said that his party had just learned of the abuse and was currently conducting an investigation by asking for information from the parties involved.

"I also just found out, we will investigate and see later. If it is indeed a violation of procedures, action will be taken. Of course that is not allowed, we will coordinate with BKD friends. If that is true and proven, we will take action," said Fredy.

Fredy stressed, if later found evidence of the existence of a confession If this occurs, the offender may be subject to disciplinary sanctions. Meanwhile, criminal sanctions are the authority of law enforcement officials (APH).

"The penalty will be civil servant discipline, while the punishment for persecution is a matter of law. Later APH will know. But if there is a code of ethics there will be disciplinary sanctions. But what is certain is that we will investigate all those who know about the problem. Civil servants must not have hazing, because the introduction period is over. pre-service immediately become civil servants," he explained.

Kasatreskrim Polresta Bandar Lampung, Kompol Dennis Arya Putra, when contacted, confirmed the abuse. They have received a victim report. "Yes, we have reported it, and we are currently investigating it," said Dennis, Wednesday (9/8).

As for the victim's report letter based on Number: LP/B/1160/VIII/2023/SPKT/BANDAR LAMPUNG POLRESTA/LAMPUNG POLDA dated 9 August 2023 for acts of abuse. "While reporting one person," said Dennis.

Dennis explained, his party would ask for information from victims and witnesses first. "We will ask the victim's statement first, currently still in the hospital," he added.

Information was collected, the number of perpetrators of persecution of IPDN alumni was around ten ASNs. The abuse was allegedly carried out because the class XXX IPDN alumni left the office and did not want to join the contingent. After the incident, Deny Rolind Zabara, the Head of Procurement, Transfer and Termination of Lampung BKD Employees, could not be contacted. (*)
