Marga Tiga Dam Corruption Case, Lampung Police Examine 260 Witnesses, No Suspects Yet

Lampung - The Special Criminal Directorate of the Lampung Regional Police
(Ditkrimsus Polda) has examined as many as 260 witnesses in the alleged
corruption case of the Marga Tiga Dam in East Lampung Regency (Lamtim).
However, so far no suspects have been identified.
The Directorate of Criminal
Investigation for the Lampung Regional Police, Kombes Pol Donny Arif Praptomo,
said that 260 witnesses had been examined in the Marga Tiga Dam case.
Donny explained, the
witnesses who had been examined were 1 PPK for land acquisition, 1 PPK for
dams, 1 head of land acquisition implementation (Head of BPN Lamtim), 1
executive secretary for land acquisition, 28 members of task force B, and 32
applicants for growing plants, buildings and ponds.
"There were also
witnesses: 1 village head, 191 land owners, 331 plots, 2 people from the
central BPN, 1 person from KJPP Jakarta, and 1 person from LMAN of the
Indonesian Ministry of Finance," he said, Tuesday (25/7).
Unfortunately, Donny was
not willing to reveal the results of the examination of these witnesses. He
revealed, currently his party is still waiting for the results of the
calculation of state losses from BPKP Lampung.
Unila's legal observer,
Yusdianto, encouraged the Lampung Police to thoroughly investigate all the
corruptors in the procurement of the Marga Tiga Dam land in East Lampung, which
has the potential to cause losses to the state of IDR 50 billion.
Yusdianto said that if the
two pieces of evidence have been met, the Lampung Police should not hesitate to
name the suspects in this case.
"If you look at the
course of the alleged corruption case, this is a serious crime. Of course, law
enforcement officials must be committed to resolving this problem because it
has become a public concern," he said.
He explained that this
action hindered development in Indonesia. Around Rp. 50 billion should have
been allocated for other developments, but instead it was corrupted.
"Because it's corrupted, it can't be used for other infrastructure
developments," he said.
According to him, the KPK
can investigate allegations of corruption in the procurement of the Marga Tiga
Dam land if you look at the state's sizable losses.
"That is the authority
of the prosecutor and the KPK can take over. If you look at the series that have
been handled by the police, the KPK usually doesn't want to get too involved
because the police have handled it from the start," he added.
He added that the handling
of criminal acts of corruption requires the thoroughness of investigators,
especially since hundreds of witnesses have been summoned. And the witnesses
who were examined must have known about the occurrence of the crime.
Just to note, the alleged
corruption case of the Marga Tiga Dam emerged on January 10, 2020 when the
location for the construction of the dam was determined which was a national
strategic project.
At the time of the
investigation, it was found that there were allegations of corruption in the
procurement of inundated land in Trimulyo Village, Sekampung District.
During the inspection,
there were 299 parcels of land for which compensation had been paid for crops,
buildings, ponds and fish worth Rp. 79,546,673,464.
"From these values,
there is a mark-up or fictitious and planting after location determination with
a total difference in compensation payments that has the potential to cause
state financial losses of Rp. 50,411,095,236 (results according to the BPKP
audit)," said Dirreskrimsus Polda Lampung, Kombes Pol Donny Arief
Praptono, at that time.
Donny explained that the
motive for the alleged corruption case was to enter fictitious data during the
(initial) inventory and identification, carry out growing plantings and other
activities after the Location Determination (Penlok).
Then, the BPKP said that it
would recalculate the value of compensation for growing crops on the plot of
land that will be used for the inundation of the Marga Tiga Dam which is in
Trimulyo Village, Sekampung District, East Lampung.
Meanwhile, East Lampung
Police Chief AKBP Zaky Alkazar Nasution, explained that his party was ready to
assist the BPKP team who would carry out the recount. In addition, the
community in the local area is also ensured conducive.
"We support the efforts made by the government, one of which is related to the BPKP which will carry out a recount. We support it with the data we have. In addition, the people there are also conducive," he said.(*)
