Illegal Coal Stockpile Rising in Bandar Lampung and South Lampung Indonesia

Kupastuntas.co, Bandar Lampung - Unlicensed or illegal coal stockpiles are widespread in the Bandar Lampung and South Lampung areas. Currently, the number of licensed stockpiles in Bandar Lampung is only five companies, and four companies in South Lampung.

Based on data compiled by Kupastuntas.co, currently there are only five companies that have licensed or legal coal stockpile businesses in Bandar Lampung. Among them, PT Hasta Dwiyustama, PT Bumi Lampung Perkasa, PT Borneo Trade Energi, PT Bangun Tunas Lampung, and PT Bangun Lampung Sentosa.

In South Lampung Regency, the licensed coal stockpile is PT Sinar Langgeng Logistics in Rangai Village, Katibung District. Then, PT Tabara Nedy Energy, PT Surya Bukit Energy, and PT Rindang Asia Energi in Tanjung Bintang District.

Monitoring by the Kupastuntas.co team in the field, there are still several other coal stockpiles that are already operating outside of the five legal companies. According to the provisions, the company must have obtained an Environmental Management Effort and Environmental Monitoring Effort permit when opening a coal stockpile.

Tracing in the field, there is a coal stockpile located on the edge of Jalan Soekarno Hatta, Way Laga Village, Sukabumi District, Bandar Lampung. Monitoring at the location, there is no company sign at that location. There is also a coal stockpile owned by PT Sumatra Bahtera Raya which is located in the Sukaraja Village, Kecamatan. Sane Earth, Bandar Lampung.

In addition, there is a coal stockpile owned by PT Interglobal Omni Trade located on Jalan Ir. Sutami, Sukanegara Village, Tanjung Bintang District, Lamsel Regency, and PT Sinar Laut Logistik in Pulau Pasir Hamlet, Rangai Tritunggal Village, Katibung District, Lamsel Regency.

"So far it has been recorded that the five companies have obtained permits for Environmental Management Efforts and Environmental Monitoring Efforts in Bandar Lampung. Namely PT Hasta Dwiyustama, PT Bumi Lampung Perkasa, PT Borneo Trade Energi, PT Bangun Tunas Lampung, and PT Bangun Lampung Sentosa," said a Kupastuntas source at the Bandar Lampung municipal government, Sunday (19/2).

This source said that apart from the five coal stockpile companies, there are no other companies that have applied for permits for Environmental Management and Environmental Monitoring Efforts for the coal stockpile sector. When contacted, the Head of the Bandar Lampung Environmental Service, Budiman P Mega, refused to comment much on the presence of coal stockpiles in Bandar Lampung. "I don't know the amount, I don't memorize it," said Budiman.

Likewise, when asked about the number of unlicensed coal stockpile companies, Budiman declined to comment. He only said that the companies were spread over the Panjang and Rawa Laut sub-districts.

"I don't know either, it's the head of my field who knows. But never mind asking about other things," he said.

Young Expert Policy Analyst for the Natural Resources Section of the South Lampung Secretariat, Eddy Zulkarnain, explained that pollution from coal stockpiles can occur if the land is not built according to regulations.

"For example, coal is piled up in an open field without a roof or plinth. When it rains, coal will emit compounds such as dangerous heavy metals and when the coal is washed with rainwater, these compounds will flow into the surrounding land (agricultural land and residents' wells)," he said. Eddy.

Eddy revealed, when the coal is roasted by the sun, a self-burning process will occur. This makes the land around the coal stockpile hotter than other locations.

"So that it can damage the microclimate around the coal stockpile. During the process of stockpiling coal, it will also cause coal dust to fly. If this cebu is inhaled by humans, it will cause respiratory diseases," said Eddy.

Eddy said that the sanctions that could be given to illegal coal stockpile owners included warnings, fines and revocation of permits.

The South Lampung Regency Investment and One-Stop Services Office reminded coal stockpile companies to fulfill all permits stipulated in regulations before operating.

The Head of Supervision, Asnawi representing the Head of the South Lampung One-Stop Investment and Integrated Services Service, Ahmad Herry stated, all coal stockpile business actors are required to have a Regency Planning Statement.

Requests for information on district plans are sent to the Office of Investment and One Stop Services manually, then forwarded via official note to the Office of Public Works and Public Housing, especially the Spatial Planning Sector.

"Later the Spatial Planning Division will go to the field to check whether the coordinates they submitted are in accordance with the regulations in the spatial layout. After that, technical considerations usually come out if the information does not violate the spatial layout. Only then will the District Planning Statement be issued," said Asnawi.

Asnawi explained that companies operating in the coal stockpile sector are also required to have Environmental Management Efforts and Environmental Monitoring Efforts according to the directions from the Environment Agency.

"The business licensing process goes through OSS. There is no manual licensing process now, all permits go through OSS belonging to the BKPM and Investment Ministry," he added.

Asnawi emphasized that according to the Regulation of the Minister of Investment or Head of BKPM Number 5 of 2021 concerning procedures for risk-based licensing supervision, companies that do not comply with the rules can have their Joint Identification Number revoked.

A source from the South Lampung Regency Environmental Service added, so far the Environmental Service has only issued permits for Environmental Management Efforts and Environmental Monitoring Efforts for the coal stockpile owned by PT Sinar Langgeng Logistics in Rangai Village, Katibung District. Then, PT Tabara Nedy Energy, PT Surya Bukit Energy and PT Rindang Asia Energi in Tanjung Bintang District.

One of the owners of PT Bumi Lampung Perkasa, Edi Mersi said, actually quite a lot of companies have opened coal stockpile businesses in Bandar Lampung. He admitted that he was quite surprised when it turned out that only five companies had permits.

"If indeed there are only five companies that have permits, it means that there are also many coal stockpiles in Lampung port that are not licensed," said Edi, Sunday (19/2).

Edi estimates that there are still five to six other coal stockpile companies outside those that already have the permit. When asked in which area the unlicensed coal stockpile was located, he said he could not give specific details.

"Most of them are in the Pematang area, Panjang District, to be precise, at the border of the Trans Sumatra toll gate," he said.

He asked the local government to take firm action against unlicensed coal stockpiles that are already operating. Because, this can cause jealousy to the owner of a licensed coal stockpile company.

"If possible, the company's permit will be revoked, and the company's activities will be suspended until it has obtained a permit," he said.

Edy warned that the existence of an unlicensed coal stockpile could have an impact on environmental pollution because it was managed not according to regulations. Thus, the security and containment of coal dust at the location is very weak, and it can spread to residential areas.

"Coal dust that is not managed properly can have a negative impact on the environment and local residents. Such as residents getting respiratory diseases and environmental pollution," he said. (*)
