Motorized Vehicle Tax Reduction in Lampung Indonesia Starting April 3

Provincial Government (Pemprov) will provide motorized vehicle tax relief (PKB)
for the next six months, starting April 3 to September 2023.
Head of the Regional Revenue Agency (Bapenda)
of Lampung Province, Adi Erlansyah said, the PKB relief policy is contained in
Governor Regulation (Pergub) Number 6 of 2023 concerning Motorized Vehicle Tax
Reduction and BBNKB of 2023.
"In 2023 the Provincial Government of
Lampung will provide tax relief for motorized vehicles and BBNKB. We will
implement this from April 3 to September 2023. So it will take six months
immediately," said Adi, Wednesday (29/3/23).
Adi explained, the relief that will be given
to taxpayers is the exemption of BBN (Bony Transfer Fee) 2 or Transfer Fees for
Motorized Vehicles (BBNKB), the elimination of fines and a reduction for tax
principal arrears for years 3, 4 and 5.
"First we provide BBNKB exemption, then
the elimination of fines for tax principal arrears and third a reduction in tax
principal arrears for years 3, 4 and 5. So he pays the tax principal for two
years delayed and the remaining current year is given relief," Adi
explained.
Adi revealed, the amount of relief given to
taxpayers is based on the class of vehicle. Motorcycles with a capacity of 150
cc are given a 70 percent relief, those over 151 cc to 200 cc are given a 60
percent relief, and vehicles over 201 cc are given a 50 percent relief.
Furthermore, sedan, jeep, minibus, pickup,
blindvan, double cabin and pickup box cars with a capacity of 1,500 cc are
given a 70 percent relief, vehicles over 1,501 cc to 2,000 cc are given a 60
percent relief, and vehicles over 2,001 cc are given 50 percent relief.
"For Microbus type cars, Light Trucks up
to 3,500 cc get 70 percent relief, vehicles over 3,501 cc to 4,000 cc are given
60 percent relief and vehicles over 4,001 cc are given 50 percent relief,"
he explained.
Furthermore, trucks and buses with an engine
capacity of 6,500 cc are given a 70 percent relief, vehicles over 6,501 cc to
7,500 cc are given a 60 percent relief, and vehicles over 7,501 cc are given a
50 percent relief.
"Our hope is that this program can be
utilized as best as possible by the community. Moreover, there is a policy of
vehicle registration certificates (STNK) that are tax-deductible for two years,
vehicles will be considered fraudulent. So this must be utilized," said
Adi.
Adi explained, the implementation of this tax
relief can be done at the Main Samsat, Assistant Samsat, Mobile Samsat, Mall
Samsat, Village Samsat, Signal and E-Salam owned by Bank Lampung.
"But for STNK extensions and transfer of
names, you have to return to the Main Samsat. Especially at the Rajabasa Main
Samsat, register online, while in other areas you can come directly, there will
be a crisis center that will help the community," he explained.
Secretary of Commission III of the Regional
People's Representative Council (DPRD) of Lampung Province, Hanifal, supports
the implementation of the vehicle tax write-off because it can encourage an
increase in Regional Original Income (PAD).
"Basically activities whose purpose is to
ease the burden on the community, the Lampung DPRD will always support this
effort. However, studies need to be carried out," he suggested.
Hanifal revealed that the implementation of
the vehicle tax write-off was considered capable of increasing public
compliance in fulfilling their obligations.
"For example, yesterday because of the
Covid-19 pandemic, many people were forced not to pay taxes. So with this
relief they will take advantage of it, and then it is hoped that they will be
obedient in fulfilling their obligations," he said.
Previously it was reported, the Bappenda of
Lampung Province noted that as many as 2.36 million four-wheeled and
two-wheeled vehicles in Lampung did not pay motor vehicle tax.

Erlansyah, said that currently in Lampung Province there are around 3,560,000
registered vehicles. However, only 1.2 million vehicles pay taxes, the
remaining 2.36 million vehicles do not pay taxes and most of them are
two-wheeled.
"We have not set a target for how big it
is, because the number of vehicles that are tax-deductible is quite a lot. We
hope that these tax-dead vehicles can be verified, are they still there or not?
Maybe there are vehicles that are no longer there but are still registered or
the vehicle has been stolen," said Adi, Monday (6/2/2023).
He supports the implementation of Law Number
22 of 2009 concerning Road Traffic and Transportation (LLAJ) Article 74, that
the deletion of vehicle data can be carried out if the vehicle owner does not
re-register for at least two years after the STNK validity period expires.
"There are still many registered vehicles
that don't pay taxes, this happens because the National Police have never
deleted vehicle data. So the vehicle data deletion program is very effective,
and can be implemented obtain data that has the potential to be taxed," he
