Ministry of Home Affairs Approves Motor Vehicle Tax Bleach in Lampung Indonesia

of Home Affairs has approved the Draft Governor Regulation concerning the
provision of motor vehicle tax relief or bleaching proposed by the Provincial
Government of Lampung.
Regional Secretary of Lampung Province,
Fahrizal Darminto said, according to the agenda, the Lampung Province motor
vehicle tax relief or bleaching had been approved.
"The latest facilitation information from
the Ministry of Home Affairs was received last Friday. It means that all that
remains is to fix it according to the recommendations, after which the Draft
Governor Regulation will be signed. Hopefully this April the Transfer Fee for Motorized
Vehicles will be removed or 0 percent," said Fahrizal, Sunday (26) /3/23).
Fahrizal revealed, in the write-off of
motorized vehicle tax this time there will be several clusters or groups that
will be given to taxpayers, one of which is the abolition of Motorized Vehicle
Title Transfer Fee (BBNKB) II.
Fahrizal explained, for the permanent
elimination of BBNKB, as has been done in 25 provinces in Indonesia, we must
wait for the Regional Regulations on Regional Taxes and Levies to be enacted.
"The permanent abolition of BBNKB II is
if the Regional Regulations concerning Regional Taxes and Levies for each
region have been stipulated, a follow-up to Law Number 1 of 2022. Currently in
Lampung the removal of BBNKB II is included in the tax relief regulations we
are usually familiar with. bleaching," he explained.
Apriliati, a member of Commission V who is
also spokesperson for the Regional Regulation Formation Agency (Bapemperda) of
the Lampung Province Regional House of Representatives, explained that the
abolition of BBNKB and progressive taxes would provide relief to the public.
The politician from the Indonesian Democratic
Party of Struggle believes that the elimination of the BBNKB will have an
impact on increasing the Lampung Provincial Government's own-source revenue
(PAD) in the long term.
"This is one way to increase PAD, so it's
good that Lampung can work on eliminating BBNKB. And this vehicle tax write-off
seems to be able to significantly increase the Lampung Provincial Government's
PAD," he said.
However, he reminded that to participate in
implementing this policy there must be a Regional Regulation or a Governor's
Regulation as the legal umbrella for implementation in the field.
"But it should be regulated in a regional
regulation because this is stronger and the coercive power can also be more
effective. Later this can only be a proposal from the Lampung Provincial
Government, a commission proposal or Bapemperda proposal," he said.
Previously it was reported, the Regional
Revenue Agency for Lampung Province noted that as many as 2.36 million
four-wheeled and two-wheeled vehicles in Lampung did not pay motor vehicle tax.
The Head of the Regional Revenue Agency for
Lampung Province, Adi Erlansyah said, currently in Lampung Province there are
around 3,560,000 registered vehicles. However, only 1.2 million vehicles pay
taxes, the remaining 2.36 million vehicles do not pay taxes and most of them
are two-wheeled.
"We have not set a target for how big it
is, because the number of vehicles that are tax-deductible is quite a lot. We
hope this tax-dead vehicle can be verified, is it still there or not? Maybe the
vehicle is no longer there but it is still registered or the vehicle has been
stolen," said Adi, Monday (6/2/2023).
He supports the implementation of Law Number
22 of 2009 concerning Road Traffic and Transportation Article 74, that the
deletion of vehicle data can be carried out if the vehicle owner does not
re-register at least two years after the validity period of the vehicle
registration certificate expires.
"There are still many registered vehicles
that do not pay taxes because the National Police have never deleted vehicle
data. So the vehicle data deletion program is very effective, and data can be
obtained that has the potential to be taxed," he said.
The Head of the Lampung Province Village
Community Empowerment and Transmigration Office, Zaidirina explained, the
Electronic Village Samsat (e-Samdes) program only exists in Lampung Province.
"E-Samdes is only in Lampung. People only
need to come to BUMDes to pay vehicle tax, and don't need to go to the main
Samsat to pick up their letters. So they just have to wait at home," he
said.
Village-Owned Enterprises (BUMDes) who are
e-Samdes partners will receive several benefits, one of which is getting 5,000
rupiah per transaction provided by Bank Lampung.
"Most transactions are currently at Indra
Mulya BUMDes in East Lampung. The vehicle tax transactions are 1,260 units. We
will continue to encourage other BUMDes to increase the number of transactions,"
