Bandar Lampung Indonesia Environment Service Garbage Retribution Corruption Case, Prosecutor's Office Searches the Homes of Three Suspects
Kupastuntas.co, Bandar
Lampung - The Lampung High Prosecutor's Office searched the houses of three
suspects in the alleged corruption charge for garbage at the Bandar Lampung
Environment Service (DLH) in 2019-2021.
The house that was
ransacked belonged to the former head of the Bandar Lampung Environmental
Service Sahriwansah on Jalan Mangkubumi No. 99 Sub-districts of All Miders,
Langkapura, Bandar Lampung, and Harris Fadillah and Hayati's house.
The Lampung Attorney
Team together with the suspect Sahriwansah arrived at Sahriwansah's house
around 14.30 WIB driving a Toyota Innova car. Upon arrival, the suspect,
Sahriwansah, did not comment at all regarding the search.
"We'll tell you
later, we want to go inside first," said the Assistant for Special Crimes at
the Lampung Attorney General's Office, Hutamrin, when he arrived at
Sahriwansah's house. After searching for about 40 minutes, at 15.10 WIB the
Lampung Attorney General's team left Sahriwansah's house carrying a black
suitcase containing the Bandar Lampung DLH documents.
Hutamrin said that
searches were carried out at three locations related to the corruption case
involving DLH Bandar Lampung garbage fees for the 2019-2021 Fiscal Year.
"The search was
carried out at the houses of the three suspects, namely Sahriwansah, Harris
Fadillah (Head of Environmental Management Division of Bandar Lampung DLH), and
Hayati (assistant treasurer of Bandar Lampung DLH recipient)," he said.
He revealed that his
party had confiscated several documents related to the corruption crime from
the suspect Sahriwansah's house.
"There were
several documents confiscated related to the case," he said. Asked whether
the three suspects were immediately detained, Hutamrin said that his party had
only conducted a search first. "Later, this is still a search first,"
he said.
Previously it was
reported that Sahriwansah (SA) together with the Head of Environmental
Administration HF and the assistant treasurer of the recipient of HY, were
named as suspects in the alleged garbage retribution corruption case.
Aspidsus of the
Lampung High Prosecutor's Office, Hutamrin said, the determination of the three
suspects was carried out after investigators found two sufficient pieces of
evidence. Based on the exposure and investigation it was concluded that there
was a criminal act of corruption in the case.
Hutamrin said that
after the three suspects were identified, his party immediately issued a
special investigation warrant. "Furthermore, we will carry out the
investigation process as a suspect," he said.
Hutamrin explained,
the modus operandi of the three suspects was by marking up and not depositing
waste retribution money and there were indications of fake garbage retribution
tickets.
"The results of
the independent auditors have found state losses of IDR 6,925,815,000. There
are several parties who have returned state losses of IDR 586,750,000 so that
the remaining state losses are IDR 6,339,065,000," he explained.
"The three
suspects have not been detained because they have not been examined as suspects,"
he said. Asked if there were other suspects, Hutamrin explained that this was
still under investigation.
"We will see
first the results of the investigation development process, whether the suspect
also involves other people and can be accounted for," he said.
For your information,
the Attorney General's Office in Lampung has officially raised the status of
handling the alleged corruption case at the Bandar Lampung DLH garbage fee for
the 2019-2021 fiscal year to the investigation stage in August 2022.
The Head of the Legal
Information Section of the Lampung High Prosecutor's Office, I Made Agus Putra,
said this was based on the Investigation Order of the Head of the Lampung High
Prosecutor's Office Number: Print-03/L.8/Fd.1/08/2022 dated 25 August 2022.
"Investigators at
the Attorney General's Office in Lampung have found an incident suspected of
being a criminal act of corruption, so investigative activities need to be
increased to investigations to find and collect evidence to shed light on the corruption
crime and find the suspect," he said, Monday (29/8/2022).
Based on the results
of an investigation by the Lampung Prosecutor's Office, it was found that the
Bandar Lampung DLH did not have master data on the mandatory retribution in
accordance with the stipulation from the head of the service, so that the
potential for real (real) income from the collection of waste service fees in
Bandar Lampung was not known.
Then, it was found
that there was a difference between the number of tickets printed and the
number of tickets issued and the tickets handed over to the retribution
collector. And it was found that there was a fact that the results of
retribution payments collected by retribution collectors both from DLH and
collectors from UPT waste services in the sub-district were not deposited into
the regional treasury within 1 x 24 hours and there were levy collectors who
did not have an official letter of assignment.
The target for
collecting garbage fees in 2019 at DLH Bandar Lampung was Rp. 12,050,000,000,
but only Rp. 6,979,724,400 was realized.
In 2020 the target of
IDR 15,000,000,000 was only realized IDR 7,193,333,000, and in 2021 the target
of IDR 30,000,000,000 was only realized IDR 8.2 00,000,000. (*)
